SUMMARY:Development Meeting - 33 Watson St
DESCRIPTION:Register to Speak at the Meeting here: https://ca.mar.medallia.com/?e=364087&d=l&h=E9138D464605533&l=en \nVideo recordings of the hearings are streamed and posted to YouTube on the City of Toronto’s publicly accessible channel. Proceedings can be watched via the City of Toronto live YouTube link found here: https://www.youtube.com/@TorontoCityPlanning/streams \nClick here for the proposal Application and Draft Plan \n\nMessage from HCCA Vice President\n\nThis is a hearing will take place to deny or approve the clear cutting\, severing of 33 Watson Street to build 2 dwellings\, essentially like townhomes with 4 front doors with lower apartments\, 2 double driveways\, and no trees. At the last allowable minute\, the applicant has uploaded a change of definition of their buildings labeling the buildings as 2 single-family dwellings with no other changes to their plans. \nThis is an Urgent Call to Action: Please Attend the Hearing. We need numbers. Please speak up now to Stop the destruction of the trees.     \nYesterday\, Lora and I\, along with another neighbour\, have retained Fleury\, Comery LLP Barristers & Solicitors; a local firm in Highland Creek with a great deal of knowledge of our community. During our meeting we were advised that if this build is approved it would be detrimental to the value of our properties and those of our community and trigger ‘Blanket Rezoning’ ushering in the great potential to build semi-detached structures that resemble town houses throughout Highland Creek.  On the advice of the solicitor we had our homes evaluated/valued and we are hiring an arborist to provide a report.   *If this proposed development is approved\, it greatly endangers the existing landscape of detached homes in Highland Creek and the value of our homes. \nHELP SAVE THE TREES \nWhat this applicant is requesting is an unacceptable destruction and damage to the forest system. We recognise the value of the trees and forest within our day to day living; and the tree canopy here the reason why many of us came to live in this area.  \n\nThis proposal is asking to effectively clear-cut the property of mature beautiful life-giving trees and place neighbouring trees in danger of harm. A beautiful tree canopy; some as old as 80-100 years.\nBuilding codes state there can be no danger to neighbouring trees.\nThe applicant submitted an arborist report misidentifying trees and requesting permission to endanger neighbouring trees.  A rare and healthy Dawn Redwood/Metasequoia was misidentified as a Red Pine; and another tree reported as ‘preserved’ within the written submission while showing as ‘removed’ on the building plans. This change was updated recently to ‘removed’ on the written portion.\nUrban Forestry (UF) inventoried the trees associated with this application\, noting the Metasequoia /Dawn Redwood root system will reach out over 6 meters and should not sustain any damage. Stating only approximately 12 Metasequoia /Dawn Redwood exist in all of Ontario. 2 of these rare and ancient trees live on the neighbouring property to #33 Watson Street.\nUrban Forestry (UF) reported 33 Watson as condition #5 on their report\, meaning they recommend denial of the application to sever and the proposed development. It is rare that this condition is used.  It is clear Urban Forestry recognizes the unacceptable level of damage and destruction in granting permission to sever 33 Watson and develop it as proposed.\nUrban Forestry (UF) recommends the Committee of Adjustment deny the application\, thereby sparing the trees on the property and those on neighbouring properties.\n\nThe law firm hired will state all facts as to why this project should not proceed. However highly recommends it is of the upmost importance that we also have as many community members present at this hearing as possible to demonstrate our concerns. We are advised that the more community members that state their concerns on the trees and severing of this property is integral to support a denying of the application. \nThe hearing is scheduled on Wednesday January 14th\, 2026\, at 1:30PM at Scarborough Civic Centre. \nTo request to speak\, you must make your request no later then Monday January 12th\, 2026 @ 4:30 p.m. to the COA mailbox – coa.sc@toronto.ca. \nIf you have any questions\, please reach out. \nBest regards\, \nBill and Lora \nMessage from HCCA President\n\nThis message is for anyone who values the mature trees in our own yards—or in our neighbours’—that provide privacy\, shade\, and the natural beauty that defines our community. The Board feels strongly about protecting our tree canopy and has formally written to the City requesting stronger enforcement and penalties related to tree removal. \nWe are now facing a critical situation that could impact our ability to preserve these trees. The proposed severance and development at 33 Watson St would result in the removal of the majority of existing trees and poses a serious risk to Highland Creek’s legacy as a mature\, treed neighbourhood. \nThis application has become a litmus test for how well we can protect our tree canopy moving forward. \nI am asking for your support. \n\nIf you are able to attend in person\, please register using the link above. You are not required to speak\, but if you wish to do so\, select the appropriate option when registering to be added to the list of those opposed to the submission.\nIf you cannot attend in person\, please consider registering to watch.\n\nParticipation matters. Numbers matter. This is our opportunity to demonstrate the level of community concern and to make a meaningful difference. \nIf you have any questions or would like more information\, please don’t hesitate to reach out to Bill or Lora\, who are fully informed on this issue. \nThank you for your time and for supporting the future of our neighbourhood. \nWarm regards\, \nJoy \n\nMessage from Councillor Neethan Shan\nDear Committee Members\, \nI am writing to you regarding the application to sever the property at 33 Watson Street. After extensive review and consultation\, I can not support this severance for the following reasons. \nOur office has been contacted by a significant number of residents who are deeply concerned about this proposal. The overwhelming feedback from the community is clear: residents want to preserve the character of Highland Creek that is provided by the mature trees on this property. These trees are not only integral to the neighbourhood’s identity but also provide environmental benefits that cannot be replaced by new plantings. \nThe severance and development would result in clear-cutting most of the property’s mature trees\, with only 4 of 11 trees preserved. This is an unacceptable impact on the tree canopy and the value it provides to the neighbourhood. \nThe City of Toronto’s Urban Forestry Division has formally objected to both the severance and the proposed development plans. Their report emphasizes that: \n\nThe property is well-treed\, and the proposal would require removal or significant injury to multiple healthy\, regulated trees.\nPreserving existing mature trees is a core principle of the City’s Official Plan (Sections 3.1.2.1(d) and 3.4.1)\, which calls for incorporating mature trees into landscaping designs and enhancing the urban forest.\nUrban Forestry explicitly states that they object to the requested consent to sever the property and objects to the proposed development on both lots.”\n\nThe City is actively working on measures to strengthen tree protection\, including reducing the DBH threshold and introducing protections for very mature trees. Approving this severance would run counter to these efforts and set a concerning precedent for future development in Highland Creek. \nIn conclusion\, I urge the Committee to give significant weight to the objections raised by Urban Forestry\, the Highland Creek Community Association\, and the many residents who have contacted my office. This proposal does not align with the Official Plan\, the zoning bylaws\, or the principles of sustainable development and community preservation. \nThank you for your consideration.\nSincerely\,\nNeethan Shan\nCity Councillor\nWard 25 – Scarborough Rouge Park

SUMMARY:Yesterday Reframed - Artist Reception
DESCRIPTION:Discover this intimate exhibition of mixed-media drawings that investigates cultural identity\, memory and the reconstruction of inherited histories. Through delicate\, small and medium scale works\, artist JJ Lee explores how personal and collective narratives\, shaped by migration and colonization\, are mediated through drawing\, adding a fragile and ephemeral quality. Yesterday Reframed centers drawing as both a physical and conceptual practice; an act of tracing\, reconstructing and remembering. Through this exhibit\, Lee reflects on how histories are passed down\, lost and reassembled across generations\, using materiality and process to make visible what is often unseen. \nEvent occurs from January 6\, 2026 until January 28\, 2026 \n\nEvery Sunday at 9 a.m. – 4 p.m.\nEvery Monday at 9 a.m. – 8 p.m.\nEvery Tuesday at 9 a.m. – 8 p.m.\nEvery Wednesday at 9 a.m. – 8 p.m.\nEvery Thursday at 9 a.m. – 8 p.m.\nEvery Friday at 9 a.m. – 4 p.m.\nEvery Saturday at 9 a.m. – 4 p.m. \n\nJoin the artist at the reception on Sunday\, January 11\, from 1 to 3 p.m.

SUMMARY:Ward 25 By-Election Candidate Forums
DESCRIPTION:The City Councillor position for Ward 25 is currently vacant. A By-Election will be held on Monday\, September 29 to fill the vacancy. \nThe four Community Associations in the southern half of Ward 25 are hosting the following candidate forums for residents to meet candidates. \n\nSaturday\, September 13 from 11:30 a.m. to 1:30 p.m. – Port Union Community Centre\, 5450 Lawrence Avenue East\nTuesday\, September 16 from 7:00 p.m. to 9:00 p.m. – Royal Canadian Legion\, 305 Morrish Road\n\nAs there are 20 registered candidates\, rather than a debate\, the candidate forums will feature a “candidate marketplace” where residents can meet candidates in one place\, engage in conversations\, and receive campaign literature. Beginning at 7:00 p.m. each candidate will be provided with two and a half minutes to speak\, following which those in attendance will have the opportunity to connect directly with the candidates. \nVoting Day for the By-Election is Monday\, September 29 from 10:00 a.m. to 8:00 p.m. Advance Voting takes place on Saturday\, September 20 and Sunday\, September 21 from 10:00 a.m. to 7:00 p.m. \nAre you on the Voters’ List? Do you know where to vote? Check the City of Toronto’s MyVote website at myvote.toronto.ca. \nAll 20 registered candidates for the upcoming Ward 25 by-election were invited to submit a brief biography for this event and latest edition of The Villager: \nWalter Alvarez-Bardales — Born in war-torn Guatemala\, Walter Alvarez-Bardales survived civil conflict\, homelessness\, and learning disabilities to become a federal civil servant\, MBA salutatorian and doctoral candidate in social sciences. An Afro-Indigenous immigrant\, he champions equity through his Democracy Matters! YouTube channel (500K+ views) and a decade of healthcare-inclusion research. As Ward 25 councillor\, he will defend accessible transit\, expand mental health and community clinics\, protect affordable housing\, and ensure transparent and accountable governance that preserves hard-won gains while also advancing racial\, cultural\, and disability justice. \nAnita Anandarajan — My name is Anita Anandarajan\, and I have been living in this riding for 10 years. I hold a Bachelor of Science from the University of Ottawa and have completed post-graduate studies in Human Resources Management. I have worked in the community as a workforce developer and was the Ontario Liberal candidate in the 2022 and 2025 provincial elections. I am committed to serving you—listening to our community’s voices and taking a comprehensive approach to violence prevention\, public safety\, climate justice\, and transit solutions. I will use all available city government resources to protect our residents and deliver efficient city services. \nDarrell Brown — Darrell Brown has been an effective advocate for numerous groups across the decades\, successfully spurring on legislative and regulatory changes. He knows how to communicate\, to send the right message at the right time. His last assignment was raising $15 million during COVID to stave off the CNE’s demise. It now sits with the largest surplus in its 146-year history ($32 million). Darrell has worked in 15 countries including Southeast and Central Asia\, Europe and North America addressing almost any issue thoroughly and efficiently. As a Ward 25 City Councillor\, he can be your voice. \nZia Choudhary — Zia Choudhary is a proud resident of Ward 25\, Scarborough–Rouge Park with over 40 years of professional and community service experience. A Realtor\, Financial Advisor\, Tax Professional\, and Chair of the Port Union Waterfront Festival Committee\, he has long served the community with dedication. Zia is running for City Councillor to support seniors\, improve housing affordability\, strengthen transit and infrastructure\, invest in youth\, and ensure fiscal responsibility. He promises open\, accessible leadership that delivers real results. Vote Zia Choudhary for City Councillor. \nReza Khoshdel — Reza Khoshdel is a committed family man and longtime ward resident\, raising his children with his wife in the community he serves. With a BComm\, MBA\, and MPA\, he brings strong academic credentials and proven leadership. As Executive Director of a registered charity and President of the West Rouge Association\, Reza has delivered results through grassroots leadership and advocacy. His vision is clear: safer communities\, stronger city services\, investment in youth and seniors\, thriving local businesses\, better housing\, and improved transportation; because he believes these are the foundations of a stronger\, more vibrant community. \n \nDonna LaRush — Please vote for LaRush\, Donna. I retired from Toronto Fire in Feb 2025 as a firefighter. I know Ward 25 well. I chaired a TDSB parents council for years. Was a founding member of an Eco protection group\, helped start a Scarborough food bank and volunteered at a Scarborough out of the cold program. I started a single seniors meetup group. Together we will fight for equity\, appropriate housing\, a safe\, well-planned community for everyone. I support local. I will make sure tax dollars are not wasted. Together we will have a vision and accomplish goals. \nBrian Matthews — Amidst a crowded field of familiar faces\, I offer an independent voice for Ward 25. Unlike other candidates\, my focus is not on past battles but on our future. I understand that our community is poised for new growth and development. My priority is to proactively ensure that we have the necessary services—from infrastructure to community resources\, including transit and public spaces—to support this growth. I’m a dedicated\, hands-on leader ready to tackle our community’s challenges head-on. To learn more about my platform\, visit www.electbrianmatthews.com. \nZakir Patel — Running to be your next Ward 25 Councillor. A lifelong public servant and Scarborough – Rouge Park resident. I have lived in Scarborough for more than 29 years; I’ve dedicated my career to helping families and communities thrive. As a TDSB Trustee since 2018\, I’ve proudly served residents\, and I remain committed to listening\, advocating\, and delivering results. As Councillor\, I’ll ensure your tax dollars are invested with a clear value return in services and programs\, address affordability\, and prioritize safety by supporting police and community-led solutions. I look forward to connecting and hearing from you. \nGregory Rodriguez — My name is Gregory Rodriguez\, born and raised in Toronto and a proud single father to a teenage son with autism. With a background in law enforcement\, protection services\, MMA\, and hockey\, I’ve dedicated my life to discipline\, service\, and community. I’ve seen City services decline since amalgamation\, and I’m running to restore accountability\, transparency\, and excellence. Through my “4 Corners Program”\, residents not bureaucrats will have the final say on local issues. My promise: every decision must “Make It Make Sense” – logical\, community-driven\, and beneficial to the majority. \n \nShean Sinnarajah — Shean Sinnarajah is a centre-right\, results-focused candidate for City Councillor in Ward 25\, Scarborough–Rouge Park. His plan is straightforward: deliver the basics\, publish metrics\, and fix what isn’t working. In his first months he’ll press to accelerate the Port Union Road widening\, advance the Morningside Avenue extension to Steeles\, fully fund practical Vision Zero upgrades\, speed snow clearing\, improve waste service\, and streamline small-business permits. Shean will carry forward Jennifer McKelvie’s service-first priorities—advancing the Eglinton East LRT\, tackling basement flooding\, strengthening ravine resilience\, and managing growth—while maintaining an open\, accessible office in the ward’s south. \nAnu Sriskandarajah — Dr. Anu Sriskandarajah is a tenured Professor at York University and has served since 2018 as the elected TDSB Trustee for Scarborough–Rouge Park. At the Board\, she chaired the Director-Search Committee during leadership transitions and gained valuable governance experience that will directly benefit the residents of Ward 25. A longtime Scarborough resident and proud mom of two\, Anu contends that elected experience matters. She is committed to the fair use of tax dollars\, better city services that meet local needs\, and the conservation of Scarborough’s green spaces through steady leadership\, accountability\, and meaningful public consultation. \nAshan Fernando — Having called Scarborough–Rouge Park my home for over 25 years\, I have attended local schools\, remained active with St. Joseph’s Catholic Church\, and served as Interim Co-Chair of Port Union Winterfest\, President of the West Hill–Highland Creek Lions Club\, and Board Director at Surrey Place. With 24+ years of professional experience and ongoing Paralegal studies at George Brown College\, I’m committed to advocating for inclusion\, accessibility\, and stronger communities. \nShawn Allen — Born and currently living in Scarborough–Rouge Park with my family\, my experience as the founder of a successful financial services company and as an entrepreneur has prepared me for the importance of being fiscally prudent with taxpayers’ money and merging business success with social impact. I will serve in the tradition of Jennifer McKelvie\, maintaining and improving our city and community\, while remaining thoughtful\, judicious\, and frugal with tax dollars.\n\nNeethan Shan — In addition to raising two boys with my wife\, I’ve served this community for 20+ years as a youth worker\, teacher\, trustee\, and city councillor.
